Namibia clears 750-mln-USD Eurobond debt

WINDHOEK, Oct. 29) — Namibia has successfully redeemed its 750-million-U.S.-dollar Eurobond, marking the country’s largest single debt maturity and a major step toward strengthening fiscal sovereignty, Finance Minister Ericah Shafudah said on Wednesday.

Speaking at a ceremony in Windhoek, Shafudah described the redemption as a historic milestone that reflects Namibia’s commitment to fiscal discipline, prudent debt management, and responsible borrowing.

“The successful redemption of our Eurobond is a testament to our resilience, strategic foresight, and confidence in our financial systems,” Shafudah said, adding that the government had planned the process carefully to avoid disruption to services and maintain macroeconomic stability.

The 750-million-U.S.-dollar Eurobond was issued in 2015 at a coupon rate of 5.25 percent. The proceeds were used to finance critical projects in infrastructure, energy, education and healthcare.

Earlier, the country’s first Eurobond, issued in 2011 for 500 million U.S. dollars, was redeemed in 2021. Shafudah said the government accumulated 444 million U.S. dollars in a sinking fund to prepare for repayment and raised the remaining 306 million U.S. dollars domestically through commercial banks.

“This strategy allowed us to avoid re-entering the Eurobond market under unfavorable conditions, preserved our foreign reserves, and reinforced investor confidence in Namibia’s creditworthiness,” she said.

According to the minister, Namibia’s overall debt portfolio will now stand at about 85 percent domestic and 15 percent foreign, with 90 percent of the external debt denominated in South African rand, limiting exposure to exchange rate risk.

“The redemption of the Eurobond transcends a mere financial milestone; it embodies our sovereignty, credibility, and dedication to future generations,” Shafudah said. (Xinhua

At least 100 Palestinians killed in Israeli attacks across Gaza

GAZA, Oct. 29 — At least 100 Palestinians were killed in Israeli attacks across the Gaza Strip from late Tuesday to Wednesday, marking the most intense escalation since the ceasefire agreement took effect on October 10.

In a press statement, Gaza’s health authorities said 27 bodies were taken to al-Shifa Hospital, 10 to al-Ahli Baptist Hospital in Gaza City, 31 to al-Awda Hospital, 12 to al-Aqsa Hospital in central Gaza, and 20 to Nasser Hospital in Khan Younis in the south.

Mahmoud Basal, spokesperson for the Civil Defense in Gaza, told Xinhua that intense Israeli airstrikes targeted residential homes and tents sheltering displaced people across the Gaza Strip.

He added that among the dead were 35 children. In a post on social media platform X, the Israel Defense Forces (IDF) announced on Wednesday it had launched a series of strikes that hit “dozens of terror targets and terrorists.”

The IDF also confirmed it has begun the renewed enforcement of the ceasefire and vowed to “respond firmly” to any violation of the ceasefire agreement.

The IDF said it had carried out joint strikes with the Israel Security Agency targeting 30 militants holding command positions in Gaza.

In response, the Palestinian Islamic Jihad (PIJ) condemned the Israeli airstrikes. In a statement issued by its spokesperson Muhammad al-Hajj Mousa, the PIJ said the airstrikes constituted “a clear violation by the occupation of the ceasefire agreement.”

The spokesperson added that since the ceasefire agreement was announced, Palestinian factions have fully adhered to its terms and committed no violations.

The Israeli airstrikes came after an attack on an Israeli vehicle in the southern Gazan city of Rafah that killed a reservist soldier, according to Israeli authorities. Israel accused Hamas of carrying out the attack, a claim the movement denied. (Xinhua)

Israel resumes ceasefire in Gaza after killing at least 91 people

JERUSALEM, Oct. 29 — Israel said Wednesday it had resumed a ceasefire in Gaza after a wave of airstrikes that, according to Gaza health authorities, killed at least 91 people. In a statement, the Israeli military said it “has begun the renewed enforcement of the ceasefire” following instructions from the political echelon.

The overnight strikes targeted “dozens” of militant sites and around 30 militants holding command positions in armed groups, said the military, without specifying which groups.

The attacks were carried out “in response to Hamas’ violations” and Israel “will continue to uphold the ceasefire and respond firmly to any breach,” it said.

According to Gaza health authorities, the airstrikes between Tuesday evening and Wednesday morning killed at least 91 people, including 30 children.

Israel accused Hamas of causing a fire in Rafah on Tuesday that killed a reserve soldier and said the group was withholding the bodies of hostages.

Hamas denied involvement, saying it was having difficulty locating the burial sites of some bodies. (Xinhua)

UN, humanitarian partners condemn attacks on civilians in Sudan’s El Fasher

UNITED NATIONS, Oct. 29  — UN humanitarians said on Tuesday they join with their partners in Sudan to warn of escalating violence in besieged El Fasher and to condemn attacks on civilians.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) said the world body and its Sudan aid partners issued a statement condemning in the strongest terms reported attacks by the Rapid Support Forces (RSF) against civilians, civilian infrastructure and humanitarian workers in El Fasher, the capital of North Darfur state.

“We are horrified by credible reports of widespread violations, including summary executions, attacks on civilians along escape routes, house-to-house raids and obstacles preventing civilians from reaching safety,” the statement said.

“Sexual violence, particularly against women and girls, continues to be reported. Local (aid) responders are in grave danger, with some reportedly detained or killed.”

The Office of the United Nations High Commissioner for Human Rights has documented some 1,850 civilian deaths in North Darfur; of these, an estimated 1,350 were in El Fasher from the beginning of the year to Oct. 20.

“This is, however, considered an under-representation of the real number of conflict-related deaths in El Fasher and North Darfur, given challenges related to telecommunications and lack of access on the ground,” Stephane Dujarric, spokesman for UN Secretary-General Antonio Guterres, told reporters in a briefing.

OCHA said that local aid responders who had been sustaining communities throughout 18 months of the siege are at extreme risk, with some detained or killed.

Humanitarian workers continue to operate under extraordinary danger to assist those fleeing toward Tawila and the surrounding areas.

The UN Refugee Agency (UNHCR) said it provides life-saving assistance and essential services to displaced families, including shelter, basic necessities and cash assistance, and offers counseling at community centers.

However, the UNHCR said that access to El Fasher remains blocked, and humanitarian capacity is rapidly shrinking as needs soar.

“The humanitarian community in Sudan is calling for urgent action to protect civilians and humanitarian workers, guarantee safe passage and humanitarian access to people trapped in El Fasher, ensure accountability for all violations of international humanitarian law, and scale up funding to sustain life-saving operations and support local and women-led responders on the front lines,” OCHA said.

The office said the United Nations and its humanitarian partners remain committed to scaling up their life-saving support across Darfur and to re-establishing their presence on the ground.

OCHA also said that fighting has intensified in Sudan’s North Kordofan state. “OCHA stresses again that civilians must be protected wherever they are, and allowed to flee safely and in dignity,” the office said.

“It urges all parties to immediately halt hostilities, respect their obligations under international humanitarian law, and enable safe, sustained humanitarian access.” (Xinhua)

Mexico opposes U.S. strikes on alleged drug boats

MEXICO CITY, Oct. 29– Mexican President Claudia Sheinbaum on Tuesday voiced opposition to recent U.S. attacks on suspected drug trafficking vessels in international waters and confirmed the launch of a rescue operation for a survivor.

Speaking at her daily press conference at the National Palace in Mexico City, Sheinbaum said the operation was conducted by the Mexican Navy “on humanitarian grounds and in accordance with international treaties.”

“We do not agree with these attacks,” Sheinbaum said, adding that she has instructed the foreign ministry and the Navy to open a dialogue with U.S. Ambassador to Mexico Ronald Johnson to clarify the incidents and ensure compliance with international agreements.

According to U.S. Secretary of Defense Pete Hegseth, three strikes were carried out Monday against four vessels suspected of carrying drugs in the Eastern Pacific, resulting in the deaths of 14 “narco-terrorists” and leaving one survivor.

The Mexican Navy later confirmed that it launched a maritime search and rescue mission in the southwest waters off the port of Acapulco in southern Guerrero state, deploying a long-range patrol ship and a maritime patrol aircraft.

“Based on the subsequent statement by the U.S. Secretary of Defense, the survivor is now believed to be a crew member of one of the vessels targeted in the operation,” the Navy said on social media. (Xinhua)

Bus bombing kills 2 in S. Syria

DAMASCUS, Oct. 28  — A passenger bus at a fuel station on the highway between the southern Syrian province of Sweida and the capital Damascus came under gunfire from unknown assailants Tuesday, leaving two people killed and several others injured, the Syrian state news agency SANA reported.

A security source in Sweida province told SANA that the vehicle was attacked while parked near the station, and the wounded were transferred to hospital.

Security forces have launched a search for the attackers.

No group has claimed responsibility for the assault.

The attack occurred amid security tensions in Sweida where violence erupted there in July 2025 between Druze and Bedouin groups.

A ceasefire was announced later that month, but it has been frequently violated by armed groups on both sides.(Xinhua)

TikTok, Meta, Snap agree to comply with Australia’s under-16 social media ban

CANBERRA, Oct. 28  — Social media companies TikTok, Meta and Snap told the Australian parliament on Tuesday that they will comply with the nation’s world-first social media ban for under-16s.

Under laws passed by the Australian government in 2024, children younger than 16 will be blocked from holding accounts on social media platforms from Dec. 10, 2025.

Addressing a senate inquiry on Tuesday, executives from TikTok parent company ByteDance, Snapchat owner Snap and Meta, parent company of Facebook and Instagram, said they would comply with the ban and start deactivating children’s accounts once the law takes effect.

Jennifer Stout, Snap’s senior vice president of global policy, told the inquiry via video link that the company would comply despite its opposition to the law.

Snapchat and the Google-owned YouTube had previously argued that they are not social media platforms and should be exempt from the ban.

Stout said on Tuesday that the ban could drive teenagers towards other messaging services that lack Snapchat’s safety and privacy protections.

“We will comply with the law, even though we believe it has been unevenly applied,” she said. Meta’s policy director for Australia and New Zealand, Mia Garlick, told the inquiry that the company would soon approach around 450,000 under-16 Facebook and Instagram account holders in Australia, offering a choice between deleting their data or storing it until they turn 16.

ByteDance and Snap said they would take similar steps. Under the legislation for the ban, social media companies that fail to take reasonable steps to prevent children younger than 16 from accessing their platforms will face fines worth up to 49.5 million Australian dollars (32.4 million U.S. dollars). Red Cross transfers body of hostage held by Hamas to Israel

JERUSALEM/GAZA, Oct. 28 — Israel on Monday night received the body of an unidentified hostage who had been held by Hamas in Gaza, the Prime Minister’s Office said in a statement.

Hamas handed the coffin to the International Committee of the Red Cross (ICRC) in Gaza, which then transferred it to the Israeli military and the Shin Bet security agency inside the enclave.

The coffin will be taken to the National Center of Forensic Medicine in Tel Aviv, the office said. “Once the identification process is complete, an official notification will be delivered to the family,” it added.

A Hamas source said the body was recovered earlier in the day from the Al-Tuffah neighborhood in eastern Gaza City. It was the latest exchange of captives and bodies under a ceasefire that took effect 11 days ago, under which Hamas released all 20 living Israeli hostages and Israel freed about 2,000 Palestinian detainees.

Israel estimates that the bodies of 28 hostages remain in Gaza, some killed before being taken, and others who died in captivity. Hamas had previously returned 15 bodies. (Xinhua)
