Namibia Makes Strides in Mining Investment, Ranks 38th Globally

WINDHOEK, May 10 — Namibia has made significant progress in the 2022 Fraser Institute Survey of Mining Companies, with an overall Investment Attractiveness Index (IAI) increase of 7 points, rising from 52 in 2021 to 59 in 2022. Out of the 62 jurisdictions surveyed, Namibia now ranks 38th, compared to 59th out of 84 jurisdictions in the previous year. Within Africa, Namibia secured the 6th position out of the 16 surveyed jurisdictions in terms of overall investment attractiveness.

Mr. Zebra Kasete, President of the Chamber of Mines, acknowledged the positive performance in the report, stating, “Namibia’s performance in the 2022 Fraser report is fairly good, although it could have been better. This is especially so as the Namibian government has greatly improved legislation that encourages exploration.”

The IAI combines the Policy Perception Index (PPI) and the Best Practices Mineral Potential Index to assess a country’s competitiveness. The PPI carries a 40% weighting, while the Best Practices Mineral Index carries a 60% weighting.

Namibia’s increase in IAI score can be attributed to a notable improvement in the Best Practices Mineral Potential Index, which rose by 12 points from 37 in 2021 to 53 in 2022.

The Best Practices Minerals Potential measures a country’s mineral attractiveness, assuming an ideal regulatory and policy environment. In 2022, Namibia witnessed a 12% increase in exploration expenditure, as per data from the Namibia Statistics Agency. This growth can be attributed to active exploration and the discovery of minerals such as lithium, uranium, and gold.

However, Namibia’s policy performance saw a decline, with the PPI score decreasing by 6 points from 75 in 2021 to 69 in 2022. Respondents in the survey cited concerns about unilateral powers granted to the Minister of Mines for various determinations, such as royalty levels, as well as a lack of minerals rights security.

Despite the decline in policy perception, a positive development was the recent Amendment to the VAT legislation, which allows exploration companies to register without hindrance and claim input VAT refunds. This change resolved a long-standing challenge faced by exploration companies, including those in the Oil & Gas sector.

While this positive outcome was not reflected in Namibia’s PPI score in the Fraser Survey, as the questionnaire closed before the amendment became known, it is expected to have a positive impact on future assessments.

Namibia received a commendation in the survey for its “good foreign investment policies into mining.” The country ranked 3rd highest in Africa on the PPI, indicating a relatively stable and attractive policy environment compared to other African nations. Globally, Namibia secured the 26th position on the PPI, an improvement of 3 places compared to the previous year, signalling increased favorability of Namibia’s policy environment among international jurisdictions.

The survey results are based on a representative sample of perceptions held by top-tier management from Namibian mining and exploration companies. The Chamber of Mines played a role in expanding the survey’s reach to the mining and exploration fraternity, ensuring a more comprehensive representation.

Mr. Veston Malango, CEO of the Chamber of Mines, expressed optimism about addressing policy concerns highlighted in the survey. The Chamber is actively engaging with the Minister of Mines and Energy in the Minerals Bill review, which is in an advanced stage. From Love to Brutality: Woman’s Escape from Panga Attack Exposes Dark Reality

OSHIKOTO, May 10 — A shocking incident of domestic violence unfolded in King Kauluma Village, leaving a 64-year-old woman fighting for her life. The victim was rushed to the clinic for emergency medical treatment after being attacked with a panga by her 40-year-old lover. The incident, which occurred after a heated argument, has raised concerns about the prevalence of domestic violence and the need for immediate action to protect vulnerable individuals.

The Violent Encounter: According to the Namibian Police in the Oshikoto Region, the tragic incident took place on Monday evening. Both the victim and the suspect were drinking at Ombili Cucu Shops when a fight broke out between them. The man requested the woman to follow him outside to talk privately, but instead, he unleashed a violent attack on her. Using his fists as weapons, he began beating her mercilessly while she cried out for help. Fortunately, bystanders managed to intervene and calm the attacker down.

A Terrifying Escalation: The couple later returned to the woman’s homestead, where another argument erupted, escalating the situation to a horrifying level. Without warning, the man launched a ferocious assault on the woman, wielding a panga. He repeatedly struck her with the sharp blade, inflicting deep wounds on her arms and neck. Miraculously, the woman managed to flee from her attacker and locked herself in her sleeping hut. In a cruel act of further destruction, the man set fire to the hut, reducing it to ashes.

Arrest and Medical Treatment: Prompt action by the Namibian Police led to the immediate arrest of the attacker. Meanwhile, the victim, though traumatized and severely injured, was quickly transported to the clinic at Oshivelo for emergency medical treatment. Fortunately, she did not sustain any burns from the fire. After receiving the necessary care, she was discharged and sent home to begin her recovery process.

Legal Consequences: The suspect, originally from Ohuulo Village near Xangongo in Angola, will face charges of attempted murder under the Domestic Violence Act, Act 4 of 2004, as well as arson, which will also be read in conjunction with the Domestic Violence Act. He is scheduled to appear before the Tsumeb Magistrate’s Court on Thursday, where the gravity of his actions will be addressed by the justice system.

Bank Windhoek Empowers SMEs with N$50 Million in Economic Recovery Funding

WINDHOEK, May 10 — Since March 2023, Bank Windhoek has disbursed N$50 million to support the Namibian Government’s Small-Medium Enterprise (SME) Economic Recovery Loan Scheme, launched in February. On Tuesday, 9 May 2023, Leon Koch, Bank Windhoek’s Executive Officer of Business Banking, shared this news and encouraged eligible SMEs to approach the Bank for assistance.

“As a catalyst for positive change, we are committed to supporting the development of SMEs as they play a vital role in the Namibian economy by creating value across various sectors and helping to reduce unemployment,” said Koch.

The SME Economic Recovery Loan Scheme is a collaborative initiative between the Namibian Government and several local banking institutions, including Bank Windhoek and the Bank of Namibia. Its objective is to stimulate economic growth and job creation by providing additional funding to SME businesses, enabling them to meet operational expenses, retain employees, and sustain working capital.

Koch explained that Bank Windhoek would provide loans to qualifying SMEs at a highly favourable interest rate, below 0.5 per cent of the Prime Lending Rate. To alleviate financial pressure, the obligation to repay the interest and capital on these loans is deferred for six months from the agreement’s signing date.

He emphasized the key eligibility criteria set by Bank Windhoek, stating that SME customers must have an existing relationship with the bank through lending or transactional banking. Additionally, they should be registered business entities with the Business and Intellectual Property Authority (BIPA), including sole proprietorships, and have an annual turnover not exceeding sixty million Namibia dollars.

Koch further noted that applicants should not have previously participated in or held any existing SME Economic Recovery Loan with Bank Windhoek or any other financial institution.

The economic slowdown experienced since 2016 has had a severe impact on businesses, particularly SMEs. The government initiated this scheme to provide assistance during challenging financial situations.

As the world observes the 2023 May Day celebration, workers in Namibia are expressing concerns over unfair labour practices, such as casualization and non-payment of minimum wages by certain employers. Under the theme “Workers United in Ensuring Productivity for National Economic Growth and Guarding against Unfair Labor Practices in the World of Work,” it is evident that the welfare of workers plays a pivotal role in achieving socioeconomic justice and ensuring national and global sustainability. Addressing unemployment and the challenges of the rapidly changing work landscape, including the Fourth Industrial Revolution, robotics, the Internet of Things (IoT), and artificial intelligence, has become crucial.

Namibia’s unemployment rate has fluctuated over the years, averaging 21.04 percent from 1991 until 2021. It is projected to reach 22.00 percent by the end of 2022 and hover around 23.00 percent in 2023 and 22.50 percent in 2024. Unemployment is not only an economic problem but also a social issue with profound implications. It leads to reduced or zero income for individuals, causing immense suffering and giving rise to social ills such as dishonesty, immorality, and crime. Additionally, unemployment has a significant impact on mental health, contributing to low self-confidence, feelings of unworthiness, depression, and hopelessness.

To address the unemployment crisis, it is imperative to prioritize job creation and economic recovery. Fiscal and monetary policies should be deployed to support strong output growth, as it is the most crucial driver of employment growth. The government should also focus on reducing corporate taxes and regulatory barriers that hinder job creation in the private sector. By fostering entrepreneurship and providing start-up capital, mandatory training, mentorship programs, and a supportive business environment, Namibia can empower young people to lead in sectors such as agriculture, mining, and hospitality.

Furthermore, the government must undertake reforms to facilitate access to start-up and growth funding, improve the ease of doing business, and establish a system to mitigate risks faced by entrepreneurs. Social safety net programs can also provide a safety net for aspiring entrepreneurs. Emphasizing the formalization of the informal sector is another vital aspect of creating sustainable employment opportunities.

In conclusion, the quality of human capital is a critical factor in driving economic growth. To combat unemployment effectively, Namibia needs to prioritize sustained economic growth, enhance labour market outcomes through targeted programs that prepare individuals for employment, and foster pathways to self-employment. Overcoming Disability: A Story of Perseverance and Hope

When life throws you a curveball, it can be difficult to adjust. For one man, becoming physically disabled at the age of 12 was a challenging transition. But after 15 years of struggling to accept the situation, he found a way to move forward and live a fulfilling life.

Adjusting to life with a disability can be a difficult journey, but it’s important to remember that you are still in control of your life. There are many ways to improve your independence, sense of empowerment, and outlook. No matter your disability, it’s entirely possible to overcome the challenges you face and enjoy a full and fulfilling life.

Before you can accept your disability, it’s important to allow yourself to grieve. It’s a major loss, and it’s okay to feel a range of unsettling emotions and fears. But don’t let these emotions take over your life. Try to let go of any embarrassment or fear of stigma. You are not defined by your disability.

For this man, it took 15 years to come to terms with his disability, but he didn’t let it define him. With over 21 years of banking experience, he served as Manager Credit, Branch Manager, and now Centralize Credit Head Office at a Commercial Bank. He holds numerous qualifications and is also the founder of a church since 2009. He is an Independent Economics and Business Researcher, having authored more than 126 articles in Economics and Business, and has served on a Northwest University panel for Green Hydrogen. His MBA thesis has been published in the International Journal of Current Research.

Despite his disability, he is living proof of how one can face any adversity and achieve the unachievable. He didn’t focus on what he was lacking but rather had gratitude for what he had and put it to the best use. He never shirked hard work and never lost confidence in himself. Every small step forward counts, and eventually, he got there.

Living with a disability isn’t easy, but it doesn’t have to be a tragedy. It’s important to stay realistic, be patient with yourself, and never lose hope. With the right mindset, it’s entirely possible to live a full and fulfilling life, regardless of any disability you may have. Remember, you are not alone. – Namibia Daily News
