WINDHOEK, 20 APR – The Ministry of Fisheries and Marine Resources estimates that it will collect at least N$ 360 million from quota fees annually, which is paid to the State.
Motivating his ministry’s 2018/19 budget in the National Assembly on Thursday, Minister Bernhardt Esau said the estimated figure excludes income taxes, levies and other fees paid by the fishing industry.
“The budget allocated to the ministry for 2018/19 is N$ 258 606 000, which is at most 72 per cent of what the ministry directly contributes annually to treasury,” said Esau.
Of the allocated amount, N$ 229 247 000 will cater for the ministry’s operational budget, while N$ 29 359 000 is earmarked for the development budget.
Esau said personnel expenditure constitutes 72,3 per cent or nearly N$ 166 million of the operational budget, while operational activities amounts for 27,7 per cent, or N$ 63 343 000.
The minister further explained that the development budget constitutes 11,3 per cent of the annual appropriation.
“The allocated amount for the development budget is proposed to be utilised for different activities and programmes,” Esau said.
The programmes include survey and stock assessment (N$ 54 833 000); human resources (N$ 425 000); while marine and inland monitoring, control and surveillance will cost N$ 97 198 000.
The operational budget includes transfers to State-Owned Enterprises reporting to the ministry, namely the Namibian Maritime and Fisheries Institute, which will receive N$ 6 512 000, while N$ 5 537 000 will be transferred to the Lüderitz Waterfront Development Company.
Other programmes earmarked are the promotion of marine and inland aquaculture, which accounts for N$ 39 513 000. This includes capital projects at Leonardville in the Omaheke Region and Fonteintjie at Keetmanshoop in the //Kharas Region.
An amount of N$ 18 921 000 will be used to carry out the policy and economic advice programme, while policy coordination and support services will amount to N$44 844 000.
