WINDHOEK, 23 SEP – The Ministry of Education, Arts and Culture (MoEAC) in 2017 paid out over N$1.4 million (1 450 543.71) to staff members in the //Kharas Region, whose remuneration was not stopped on time upon the termination of their service.
This was contained in the Auditor General’s report for MoEAC for the financial year ending 31 March 2017, which was tabled in the National Assembly on Tuesday.
The report explained that the audit found that advice notes with instructions to terminate salaries were issued on time to the finance department, however it did not implement the instructions.
It therefore recommended that the accounting officer provide an explanation whether these amounts were recovered or not and if not, the officer should ensure that these payments are recovered from the staff members who left the service of the ministry.
During the audit at the //Kharas Regional Education Directorate, it was found that staff members went on maternity leave and received their full salaries as well as payments from the Social Security Commission and no deductions were effected to recover the wrongly paid salaries.
It thus recommended that the accounting officer should ensure that these payments are recovered from the staff members.
“Furthermore, in future, the Accounting Officer should ensure that salaries are suspended during the maternity leave period should the staff members not opt to take vacation leave,” it noted.
The Accounting Officer however indicated to the AG that deductions from staff members’ salaries had commenced, while salary reversals were effected for some.
