UNDP and NPC launch United Nations Partnership Framework

WINDHOEK, 27 Apr – The National Planning Commission (NPC) and the United Nations Development Programme (UNDP) on Friday launched the second United Nations Partnership Framework (UNPAF) in the capital.
The framework serves as a collective response of the United Nations (UN) to support the national development initiatives of the government under Vision 2030, the Fifth National Development Plan (NDP5), the United Nations’ Sustainable Development Goals, international treaties and conventions.
Aligned with NDP5, the framework contributes to economic progression, social transformation, environmental sustainability, and good governance.
In her remarks at the launch, outgoing UNDP Country Representative Kiki Gbeho said the UNPAF is about how the UN supports Namibia on how to reach the 18 per cent of the population that are still classified as poor.
“This UNPAF is strategic and is innovative in addressing Namibia’s challenges. It is not about business as usual. It is clear on the game changers,” she noted.
Gbeho said winning the “war on poverty” will require a tremendous amount of hard work by everyone.
“Harambee will have to be a verb and not a noun,” she stated.
Gbeho added that on her last day as resident coordinator in Namibia, she is excited about the framework launched.
“It recognises the challenges and builds on Namibia’s solid development foundation to ensure that no one feels left out,” she said.
On his part, Minister of Economic Planning and Director-General of the National Planning Commission, Obeth Kandjoze said the UNPAF should ensure that Government and the UN continue to work in unison towards a common goal.
“Let me hasten to say that I am unreservedly delighted by the extensive consultations that have gone into the development of this UNPAF document,” he said.
The overall estimated budget for the UNPAF 2019-2023 is about N.dollars two billion. It is projected that about N.dollars 792 million will be available at the start of implementation, leaving N.dollars 1.2 billion of the overall budget to be mobilised throughout the implementation of the framework between 2019 and 2023.
The UN will work in partnership with the government, development partners and private sector to mobilise funding towards the UNPAF budget.
