“25th Session of SADC Ministerial Committee of the Organ (MCO) Commences in Windhoek”

Windhoek, July 20 – The 25th Ordinary Meeting of the Ministerial Committee of the Organ (MCO) commenced in Windhoek, Namibia, from 20th to 21st July 2023. The gathering, chaired by Honourable Netumbo Nandi-Ndaitwah, Deputy Prime Minister and Minister of International Relations and Cooperation of Namibia, marks a significant step in addressing peace, security, and political relations within the Southern African Development Community (SADC) region.

As the Chairperson of the MCO and with Namibia leading the SADC Organ on Politics, Defence, and Security Cooperation, Honourable Netumbo Nandi-Ndaitwah emphasized the vital role of peace, security, and stability in fostering regional cooperation and integration.

Prior to the Ministerial Meeting, the Senior Officials Meeting was held from 17th to 19th July 2023, setting the groundwork for important discussions during the 25th session.

In her opening remarks, Nandi-Ndaitwah highlighted the six (6) Extraordinary Meetings of the MCO Troika Plus convened by Namibia since September 2022. These meetings focused on the security situations in the Eastern Democratic Republic of Congo (DRC) and Northern Mozambique, contributing to efforts to strengthen regional peace and stability.

One of the key topics of discussion during the Meeting will be Trafficking in Persons in the region. Nandi-Ndaitwah stressed the importance of reinforcing legal provisions, enhancing capacity, and raising awareness to combat this phenomenon effectively.

Additionally, the Ministerial Meeting is expected to approve an instrument aimed at bolstering regional integration in the area of immigration. The status of ratifications of the Protocol on the Facilitation of the Movement of Persons in the SADC Region (2005), which is yet to be in force, will also be under consideration. Member States are encouraged to sign and ratify this Protocol to maximize the benefits of regional integration, promoting intra-regional tourism, people-to-people exchanges, business interactions, and investments across the region.

In his remarks, H.E. Mr. Elias Mpedi Mogosi, Executive Secretary of SADC, highlighted that the Meeting will also receive updates and progress reports on the Organ’s efforts to consolidate peace, democracy, and good governance in the region. These discussions and exchanges of information are pivotal in advancing the SADC’s objectives of fostering stability and cooperation among member states.

As the MCO session continues, participants are focused on advancing regional peace and cooperation, fostering an environment conducive to sustainable development, and strengthening ties among SADC member countries. Editorial Views by Mary Mutonga: “Assessing the Cabinet Reshuffle Speculations: Implications for Namibia’s Future”

WINDHOEK,July 20,The aftermath of the watershed 7th Swapo party Congress in November 2022 left many anticipating a potential cabinet reshuffle under President Hage Geingob’s leadership. Rife with rumors and speculations, the idea of a reshuffle gained traction, fueled by predictions from top scholars who believed the move to be imminent.

One of the reasons cited for a potential reshuffle was to support the vice-presidential winner, Incumbent Netumbo Nandi-Ndaitwah, who is slated to be the Swapo party’s presidential candidate in the upcoming presidential elections. Comparisons were drawn to the elevation of President Geingob to Prime Minister by former President Hifikepunye Pohamba after the 2012 Congress, leading some to expect a similar gesture from Geingob towards his vice-president.

However, now, nine months down the line, no reshuffle has occurred, leading to speculations that it may not happen at all, especially with the President’s term soon coming to an end. If a reshuffle does take place, it is suggested that Vice-President Nangolo Mbumba, a trusted ally of President Geingob, could face vulnerability in his position. Some believe that Mbumba’s role as a junior to Nandi-Ndaitwah politically might necessitate him stepping aside for her advancement, potentially positioning herself for future power.

Whether President Geingob would choose to work with his vice-president, who also holds the roles of Deputy Prime Minister and Minister of International Relations, all within State House, remains an intriguing topic for another day.

Amidst these reshuffle speculations, the performance of all ministers and deputy ministers has come under scrutiny. The prevailing concerns about rising poverty and hunger in the country have led to disappointment in their collective efforts. It wouldn’t be surprising if the President considers a complete overhaul of the cabinet in response to the citizens’ grievances.

The decision to undertake a cabinet reshuffle, if it happens, must weigh both the potential benefits and consequences. It is imperative that any such action serves the best interests of the nation and promotes effective governance. As Namibia moves forward, transparency and accountability in the cabinet’s performance will be vital to address the pressing issues faced by the people and steer the country towards prosperity and stability.

“Teachers Extend Helping Hand: Donates Money and House Structure to Food Poisoning Survivors”

KATERE, July 20 – In a heartwarming gesture of solidarity, teachers from Ndiyona and Shinyunguwe circuits in Kavango East region rallied together under the leadership of their education inspectors to provide support for the surviving family of the 16 individuals who tragically perished due to food poisoning in Kayova village, Ndiyona constituency.

The joint statement released on behalf of Ndiyona circuit inspector Pontianus Kamunima expressed deep sympathy and compassion towards the victims, including 9 school-going children, who lost their lives in the unfortunate incident of food poisoning.

“We feel the weight of the tragic accident that occurred at Kayova village, where 16 lives were lost due to food poisoning, including 9 school-age children. The memories of this heartbreaking event remain vivid in our minds,” the statement read.|

Recognizing the hardships and poverty prevalent in the region, Kamunima and the teachers showed their unwavering commitment to standing by the affected family during these trying times.

The statement also shed light on the unfortunate tendency of society to neglect each other in times of difficulty, calling for unity and support for those in need. The teachers expressed gratitude to all who contributed to their donations, emphasizing the importance of community solidarity and care.

The generous efforts of Pontianus Kamunima and his counterpart Zombo Jacinto, the inspector of Shinyungwe circuit, have been lauded on social media. Their leadership, along with the dedication of the teachers, principals, and staff, has earned admiration and praise from the community. Namibia-Kenya Trade and Investment Conference to be Held Annually

WINDHOEK, July 20 — The Namibia-Kenya Trade and Investment Conference, an annual event, will continue its tradition of fostering economic ties between the two nations. The upcoming conference is set to take place in Nairobi, Kenya, in June 2024, following the successful inaugural event held in Windhoek, Namibia, from 29th to 30th June 2023.

Founder and Brand Ambassador, Elvis Mboya, emphasized the significance of this conference in enhancing partnerships within the Namibia-Kenya business community. With each event hosted alternately between Kenya and Namibia, the conference serves as a vital platform for businesses and investors to explore potential collaborations.

Namibian Lawmakers Approve Same-Sex Marriage Ban

WINDHOEK, July 20 — Namibian lawmakers on Wednesday approved legislation to ban same-sex marriage and punish its supporters, in what critics said was an unconstitutional attack on the LGBTQ community.

The bill, which was passed by the National Assembly with 58 votes in favour and 13 against, seeks to reverse a Supreme Court ruling that allowed for the recognition of some same-sex unions contracted abroad.

The law redefines “marriage” as the union “between persons of the opposite sex” and “spouse” as “one half of a legal union between a genetically born man and genetically born woman”.

It states that same-sex marriages contracted abroad are not to be recognised in the country.

It also makes celebrating, witnessing, promoting or propagating such wedlock a criminal offence punishable with up to six years in jail and fines of up to 100,000 Namibian dollars ($5,500).

“This feels like a direct attack on the LGBTQ community,” LGBTQ rights activist Zindri Swartz told AFP. “It is a gross violation of our dignity and humanity.”

Gay sex is banned in Namibia under a rarely-enforced 1927 sodomy law.

But the southern African country has seen a flurry of court cases on the rights of same-sex couples to marry, become parents and immigrate in recent years.

In May, the Supreme Court said that same-sex marriages contracted abroad between Namibian citizens and foreign spouses should be recognised.

The ruling enraged social conservatives in the sparsely populated, largely Christian country, a popular tourist destination rich in wildlife and natural attractions.

But legal experts and opposition politicians have cautioned that by directly contradicting a Supreme Court ruling the new law might be unconstitutional — and challenge the democratic foundations of the country.

“This law is a clear violation of the Namibian constitution, which guarantees equality before the law for all citizens,” said Phil ya Nangoloh, executive director of the Legal Assistance Centre, a human rights group.

“We will be challenging this law in court.”

The bill is now expected to be signed into law by President Hage Geingob.

Geingob, who is a member of the ruling SWAPO party, has not yet commented on the bill.

The Namibian LGBTQ community is now bracing for a legal battle to overturn the new law.

“We will not give up until we have full equality under the law,” Swartz said.

Tragic Suicides Reported in Omusati: Two Lives Lost in Onesi and Ruacana

Oshakati, July 20 — Two heartbreaking incidents of suicide have been reported in the Omusati region, specifically in the areas of Onesi and Ruacana on Tuesday.

In the first incident, 33-year-old Uunona Julius allegedly took his own life by hanging himself with a blue rope around his neck at Otjihitwa village. His lifeless body was discovered by children who were on their way to fetch water at the canal. The community members were immediately informed about the tragic discovery.

According to Omusati Crime Coordinator Deputy Commissioner Moses Simaho, the deceased left a suicide note, and no foul play is suspected. The body has been taken to the Oshifo Police Mortuary and will undergo a postmortem examination at the Okahao Police Mortuary to determine the exact cause of death.

In the second incident, 22-year-old Magdalena Nashilongo Asser was found at Onamambulaga village. Her lifeless body was discovered hanging from the roof of their sleeping room with a wire around her neck by her roommate. The deceased was last seen an hour before the tragic incident. No suicide note was found, and no foul play is suspected.

The body is currently at the Onesi Health Center’s mortuary and will also be transported to the Okahao Police mortuary for a postmortem examination.

Police investigations into both cases are ongoing as they try to understand and address these distressing situations.

Namibia Launches National Bar Code System to Boost Global Trade Recognition

Windhoek, July 20 —  In a significant step towards enhancing international market recognition for Namibian products, the National Bar Code system was officially launched by Deputy Minister of Industrialisation and Trade, Hon. Verna Sinimbo. The launch event, hosted by GS1 Namibia, introduced the 631 prefixes that will uniquely identify Namibian-originated products through the first three digits on the barcode.

Prior to the implementation of the National Bar Code system, Namibia had been utilizing the South African Bar Code, leading to Namibian products being identified as South African in the global market.

During her keynote address at the launch event, Hon. Sinimbo expressed a strong sense of progress and acknowledged the significant strides the country has made since gaining independence. She emphasized that the introduction of the GS1 system signifies Namibia’s economic resilience and marks its growth from a young nation to an influential player in global trade.

The Deputy Minister also highlighted that the launch of the National Bar Code system is a testament to the spirit of Namibian entrepreneurs, manufacturers, and innovators who have dared to dream, break boundaries, and propel the nation forward on the world stage of global trade.

UK Requires Visas for Namibian Nationals Travelling to the Country”

Windhoek, July 20 — The UK Government has announced that all Namibian nationals will now require visas before travelling to the UK, including for visits. The decision was revealed in a press statement issued on 19 July 2023.

The move to impose a visa regime comes in response to a sustained and significant increase in UK asylum applications from Namibian nationals at the UK border since 2016. This rise has been deemed an abuse of the provision that allows non-visa nationals to visit the UK for a limited period.

The changes are effective immediately and will apply to all Namibian nationals travelling to the UK. However, a four-week transition period until 15:00 BST on 16 August 2023 will allow Namibian nationals holding confirmed tickets booked before 19 July 2023 to travel to the UK without a visa as non-visa nationals.

British High Commissioner to Namibia, Charles Moore, expressed understanding of the concerns of Namibian nationals affected by the visa imposition. He stated that the significant increase in asylum claims from Namibian nationals arriving at the UK border necessitated these new measures. The UK government has been in regular discussions with the Government of the Republic of Namibia regarding asylum applications and will continue to collaborate on the return of those nationals deemed ineligible for asylum in the United Kingdom.

The visa requirement brings Namibia in line with many other visa-national countries, including several Commonwealth partners, with whom the UK maintains warm and friendly relations. The introduction of visas is intended to provide controlled access to the UK and prevent the abuse of non-visa provisions at the border.

The UK Government has increased the capacity of the Visa Application Centre in Windhoek to facilitate the processing of visitor visa applications in Namibia.

Namibian nationals who have already booked travel to the UK before 15:00 BST on 19 July 2023 will still be eligible to enter the UK without a visa until 15:00 BST on 16 August 2023. However, any passengers arriving after the specified time on 16 August 2023 will require a visa, regardless of when their travel was booked. Additionally, anyone booking their flight after 15:00 BST on 19 July 2023 will need access to enter the UK, regardless of their arrival date.

Current Namibian visitors in the UK will not be affected by these changes. However, they will need a visitor visa for any future visits after leaving the UK. It is worth noting that Namibian nationals are already required to obtain a visa for other non-visit purposes, such as for work or study, and the application process for these visas will continue as before.

The Government of the Republic of Namibia, through the Ministry of International Relations and Cooperation, has acknowledged the UK’s announcement regarding the new visa requirements for Namibian nationals visiting and transiting the UK. The Namibian Cabinet has established a committee to examine this matter further to ensure the decision does not adversely affect Namibian residents. The government has called on its citizens to remain calm while the committee deliberates on the issue. -Namibia Daily News

ROME, July 20 — Cameroon goalkeeper Andre Onana is joining Manchester United from Inter Milan as the Reds gear up to install a new No.1 for the first time since 2011. Andre Onana arrived at Carrington on Wednesday afternoon ahead of his Manchester United medical.

The Cameroonian goalkeeper is poised to become Erik ten Hag’s second edition of the summer transfer window following the capture of Mason Mount earlier this month.

United reached an agreement to sign Onana on Tuesday after positive discussions with Inter in recent weeks and will pay £43.8m with a potential £3.4m in add-ons dependent on performance and success. The MEN understands Onana was originally due to fly to Manchester on Tuesday night but his flight was cancelled and the 27-year-old eventually touched down at Manchester Airport at around 3 pm on Wednesday afternoon.

He was ferried into United’s training complex in the back of a black Mercedes van and the club is aiming for him to join the squad on their tour of the United States as soon as possible.

Club sources said they were pleased to add another top-quality player to the squad early in pre-season.

United and Inter have a productive relationship, having negotiated deals for Romelu Lukaku, Ashley Young, and Alexis Sanchez in the last four years with the assistance of intermediaries. The imminent addition of Onana will take United’s spending up to £102m in up-front fees from a budget of around £120m. United intend to sign a striker and that investment will have to be underpinned by sales.
