SWAPO’s Secret Campaigns Persist in Zambezi Region

Katima Mulilo, 10 August – Amidst the suspension of primaries due to detected irregularities, numerous SWAPO party members are engaging in vigorous campaigning for the upcoming 2024 elections. Emerging factions are strategically aligning themselves for positions within the ruling party. The former liberation movement has faced setbacks in various regions due to allegations of corruption and embezzlement by senior party figures.

With the 2024 national elections on the horizon, senior party members have initiated nocturnal door-to-door campaigns, making promises of cars and distributing smartphones to garner essential support. Observations by NDN have indicated that the rural areas are most affected, where politicians have reportedly exploited their influence over local figures, such as headmen and village development committee members. These individuals, often struggling with poverty, have been enticed by gifts and promises, leading to frequent late-night engagements with politicians.

A senior headman based in the Liselo area shared, “Politicians are frequently visiting us, even at night, making promises of heaven on earth. We often have to defer them to the following day due to their nightly marathon meetings becoming routine. While some present recycled strategies, others offer potential solutions. We must carefully consider who to support as they all come under the same party banner.” When asked about receiving gifts or monetary incentives, the headman humorously replied that it is expected, especially considering the challenges they face.

During past elections, independent candidates made significant gains in constituencies such as Kongola, Linyanti, Judea Lyabboloma, and Sibbinda. The Independent Patriots for Change (IPC) secured dominance in the Sibbinda constituency, capitalizing on infighting and alleged corruption within the ruling party that hindered effective service delivery. Some accused SWAPO of nominating candidates with a history of underperformance.

As the upcoming national elections approach, political leaders are reaching out to voters, seeking a fresh mandate for another term. Ultimately, the decision rests in the hands of the electorate.

Despite SWAPO’s historical stronghold in the Zambezi Region, its support has waned in recent years. Previous elections saw SWAPO lose control of over 30 towns and village councils nationwide, including key economic centres like Windhoek, Oranjemund, Luderitz, Swakopmund, and Walvis Bay.

According to Sam Ikela, Head of Small and Medium Enterprises (SMEs) at Nedbank Namibia, the bank firmly believes that integrating SMEs into the mainstream economy is essential for the nation’s economic recovery.

This corporate ethos is demonstrated by the bank’s robust support for SMEs, offering loans ranging from N$50,000 to N$10 million. This support is further amplified through their sponsorship of the NIPDB’s High Potential Pool, an innovative program under the Know2Grow umbrella. This program aims to accelerate the growth trajectory of promising, export-ready micro and small businesses through international business linkages, trade missions, international trade fairs, coaching and mentoring, product testing, product certification and licensing, and business model and process improvement as needed.

Qualifying members of the High Potential Pool receive an invaluable package of opportunities for a period of 36 months. Nedbank has pledged a generous sponsorship of N$100,000 to the High Potential Pool, which will be officially handed over at a highly anticipated ceremony on August 10, 2023.

Currently, the High Potential Pool comprises approximately 60 MSMEs from across the country, representing various sectors including cosmetology, food processing, and manufacturing, among others.

Tragedy Strikes as 19-Year-Old Male Fatally Stabbed by Minor

OMUSATI, August 10 – A heartbreaking incident unfolded in Omusati as police investigate the tragic murder of a 19-year-old Namibian male, who was fatally stabbed by a 16-year-old Namibian male on Tuesday, August 8, 2023, at approximately 19:30. The incident occurred in Onangolo (Onawa) village within the Anamulenge Constituency of the Omusati region.

According to the police report, the unfortunate event transpired during what initially appeared to be a friendly playtime between the deceased and the suspect. An altercation ensued between the two, escalating to a point where the suspect brandished a knife and fatally stabbed the victim. Tragically, the victim succumbed to his injuries while being transported to the hospital.

The authorities have taken swift action, apprehending the suspect. He is set to appear before the Outapi Magistrate Court on Thursday, August 10, 2023. The investigation into the incident continues as law enforcement seeks to shed light on the circumstances surrounding this devastating loss of life.

Bryan Eiseb Selected as Director of Financial Intelligence Center

Otjiwarongo, August 10 – The Anti-Money Laundering and Combatting the Financing of Terrorist and Proliferation Council (AML/CTF/CPF) has named Bryan Eiseb as the new Director of the Financial Intelligence Center (FIC), effective from January 1, 2024. This esteemed position was previously held by Leonie Dunn, who assumed the role of the second Deputy Governor of the Bank of Namibia in January 2022.

Eiseb’s appointment aligns with the provisions outlined in the Financial Intelligence Act 13 of 2012, positioning him as the second Director of the FIC since its establishment in 2007.

The FIC plays a pivotal role as Namibia’s national centre, responsible for executing functions associated with the Financial Intelligence Unit and combating activities related to Anti-Money Laundering, Financing of Terrorism, and Proliferation Funding (AML/CFT/CPF). Functioning under the guidelines of the Financial Intelligence Act 2023 (FIA), the FIC’s core responsibility lies in safeguarding the Namibian financial system’s integrity by preventing instances of Money Laundering, Terrorist Financing, and Proliferation Financing (ML/TF/PF). The FIC’s diligent fulfilment of this mandate significantly contributes to enhancing the stability and credibility of Namibia’s financial sector.

With an extensive background in law enforcement and a robust network within the criminal justice system, Eiseb emerges as an exemplary choice for the role. His prior experience as the Director of Exchange Control and Legal Services at the Bank of Namibia further bolsters his suitability for this critical leadership position.

Transport Minister Mutorwa Urges Kavango Residents to Opt for Air Travel

RUNDU, August 09 – Minister of Transport and Communications, John Mutorwa, encouraged residents of the Kavango regions to consider using air travel for long distances, such as from Windhoek to Rundu and vice versa. He highlighted that air travel is cost-effective and faster, making it an attractive option for reaching their destinations.

Minister Mutorwa conveyed this message during a consultative meeting held on Monday with the top leadership of FlyNamibia, the local airline, and regional leaders from the Kavango region.

Speaking through Nbc Rukavango services, Mutorwa elaborated that the meeting was organized in collaboration with local leadership from both Kavango regions to discuss the Eros-to-Rundu airline route, which operates three days a week on Mondays, Wednesdays, and Fridays.

Reports indicate that this airline route has struggled with low customer numbers, sometimes carrying only one or two passengers. The airline’s leadership even considered the possibility of closing the route due to its apparent lack of business viability.

Minister Mutorwa shared a personal example of flying from Windhoek to Rundu on June 14, 2023, using FlyNamibia, where he was the sole passenger on that particular flight.

“Even as we came today for this meeting, there were 6 of us attending, and the regular passengers were only two,” remarked the concerned transportation minister.

He further highlighted the advantages of air travel compared to driving by car, noting that driving from Windhoek to Rundu requires a significant amount of time, ranging from 6 to 9 hours, and entails fuel, food, and accommodation expenses. In contrast, air travel is swift, provides onboard meals, and ensures passengers arrive at their destination feeling refreshed.

Andre Compion, Managing Director of FlyNamibia, echoed the minister’s sentiments, emphasizing that air travel is optimal for business travellers. He pointed out that travelling to and from Rundu by air takes just 1 hour and 20 minutes, compared to the 9-hour road journey, with the added benefit of avoiding accommodation expenses.

Compion also expressed concerns that if the route’s business viability does not improve, there could be a potential risk of closure, particularly considering the airline’s operational costs are primarily in US dollars.

Minister Uutoni Confirms Felix Muraghuli Mashika as Chief Designate of Gciriku Traditional Authority

NDIYONA, August 09 – Minister of Urban and Rural Development, Erastus Uutoni, has officially designated Felix Muraghuli Mashika as the successor to the late Hompa Kassian Shiyambi, according to a letter addressed to Chairperson of Gciriku Traditional Authority, Chrysantus Likoro.

The government’s decision, as outlined in the minister’s letter, is based on the late Kassian Shiyambi’s wish to nominate Mr. Felix Muraghuli Mashika as his successor. This nomination has been further endorsed by both the Gciriku and Shambyu Traditional Authorities, along with the Gciriku community members who were consulted during the investigation.

The letter from Minister Uutoni underscores the importance of upholding, promoting, protecting, and preserving the cultural and traditional values of the Gciriku community. It also acknowledges that the matter is under dispute and awaiting appeal from the Supreme Court.

The chieftainship dispute within the royal family of Gciriku Traditional Authority involved contenders Felix Muraghuli Mashika, Aruvita Kayoka, and Ambassador Simon Maruta, all seeking recognition as the Chief of Gciriku Traditional Authority.

Minister Uutoni’s letter highlights that the faction supporting Felix Mashika Muraghuli presented the Gciriku Traditional instruments of power, which were handed over by the late Chief and subsequently confirmed by both Gciriku and Shambyu Traditional Authorities.

Ongwediva Annual Trade Fair Bolsters Security Efforts: Deployment of Over 150 Officers Ensured

Ongwediva, Aug. 9 – As the Ongwediva Annual Trade Fair nears its final preparations, the organizing committee has announced the strategic deployment of more than 150 security officers to safeguard the event’s smooth operation and the well-being of its participants. Scheduled to take place from 25th August to 2nd September 2023, the trade fair will see a heightened security presence.

Diverse security firms, including Namibian Protection Services, Triple One Investment, Shikuvule Trading, and Nabby Investment, have been enlisted to provide security services. Commencing their duties on 24th August, a day ahead of the trade fair’s opening, these security personnel will remain active until 3rd September, one day after the event’s conclusion.

This proactive approach aligns with the Ongwediva town council’s steadfast commitment to cultivating a secure and favourable environment for exhibitors and visitors. The council’s overarching objective is to deter any potential criminal activities throughout the event’s duration.

Jackson Muma, the Public Relations Officer for the Ongwediva town council, reiterated the emphasis on security priorities, stating, “Our primary focus is to uphold an environment free from criminal activities, which necessitates the deployment of highly dedicated security personnel.”

The current edition of the trade fair has already shown auspicious signs of success, as evidenced by the remarkable N$1.3 million funds raised during the gala dinner.

With each passing year, the Ongwediva trade fair solidifies its position as an annual highlight in the regional calendar. “With every edition, we unveil a new facet of the event,” Muma remarked. “Our aim is to ensure exhibitors experience its true value, while also inviting a larger audience to witness the array of innovations and technologies showcased this year.”

Nigeria announces new sanctions on organizations, individuals supporting Niger’s junta

ABUJA, Aug. 9  — Nigeria announced on Tuesday sanctions on organizations, groups and individuals identified as supporting the military junta in the crisis-ridden Niger Republic.

Ajuri Ngelale, the spokesperson for Nigerian President Bola Tinubu, told reporters that the move was made in light of the pre-existing consensus of the West African leaders on the Niger impasse.

The Nigerian president, who is also the current chairman of the authority of heads of state and government of the 15-member Economic Community of West African States (ECOWAS), ordered the new sanctions through Nigeria’s central bank, aimed at groups and individuals involved in the coup in Niger, said Ngelale.

Over a week ago, the regional bloc agreed to impose sanctions on Niger’s military leaders involved in the recent coup, saying that the military junta in Niger must cede power in a week and immediately release and reinstate the country’s elected president, Mohamed Bazoum, or the ECOWAS will take all necessary measures to restore constitutional order, including the use of force.

The ECOWAS leaders also agreed to impose financial and travel restrictions on Niger’s military leaders involved in the coup and establish a no-fly zone over the country. They decided to freeze Niger’s assets in the central and commercial banks of ECOWAS countries.

Ngelale said “no options have been taken off the table” in dealing with the situation in Niger, and there will be “far-reaching decisions” to be taken at the ECOWAS summit on Thursday concerning the bloc’s next steps.

The presidential spokesperson said Tinubu had widened consultations both domestically and internationally on the various fallouts and outcomes of the unfortunate situation in Niger. (Xinhua)

Iran reliable, influential partner of BRICS: FM

TEHRAN, Aug. 9 — Iran’s Foreign Minister Hossein Amir-Abdollahian said on Tuesday that his country is a “reliable and influential” partner of the BRICS bloc.

He made the remarks at the end of a conference titled “Iran and BRICS: Prospects for Partnership and Cooperation” in the Iranian capital Tehran, according to a statement published on the Iranian Foreign Ministry’s website.

The foreign minister praised the positive condition of Iran’s political and economic connections with BRICS nations, highlighting the importance of enhancing economic bonds among all parties.

Referring to Iran’s expressed interest in becoming a member of the five-country coalition through a letter in June, Amir-Abdollahian stated that collaboration between Iran and BRICS has already begun in specific sectors, such as energy and transportation.

“Iran is a reliable and influential partner in bilateral and multilateral cooperation thanks to its strategic and unique geographical location, huge energy reserves, especially oil and gas, cheap and short transportation and transit network, young and expert manpower and modern scientific and technological achievements,” he noted.

Kabbe Residents Appeal for Annual Harvesting of Increasing Problem Animals

Kabbe, August 9, – The community of Kabbe north constituency in the Zambezi region has urgently appealed to the government for the implementation of a policy allowing the annual harvesting of problem animals, including crocodiles and hippos, which are rapidly proliferating in the area. The livelihoods of Kabbe’s residents are intrinsically linked to riverine resources, and this plea was voiced during a public hearing organized by the Parliamentary Standing Committee on Natural Resources. The committee is currently conducting an on-site assessment to understand the community’s perspective on the pressing issue of human-wildlife conflict. This effort follows a recent motion introduced in the National Assembly, which was subsequently referred to the committee for an in-depth investigation.

The exponential growth of both human and animal populations in Kabbe has intensified instances of human-wildlife conflict, exacerbated by conflicting interests. Alfred Ilukena, a retired educator and community member, emphasized that the concept of conservation has been misinterpreted to prioritize tourism over balanced ecosystems. He commented, “With expanding populations of both humans and animals but the same limited land area, there arises a clash of interests within the shared environment. To foster harmonious coexistence, we must manage wildlife numbers, particularly the burgeoning populations of crocodiles and hippos in our region, which are causing escalating problems. The government should formulate a policy that permits the annual harvesting of crocodiles, whose numbers have surged in our rivers.”

The residents assert that crocodiles, capable of producing 30 to 60 eggs per nest on average, are responsible for fatalities among both humans and livestock in the area as the animals’ increased abundance depletes the available food in rivers. Ilukena further argued that although Namibia has ratified conventions advocating for the protection of “endangered species, under pressure from international organizations, it is imperative to prioritize safeguarding the local communities directly impacted by these problematic animals.

Ilukena questioned the dichotomy in the treatment of species: “Seals are being culled to preserve our fisheries, so why not apply the same principle to other problematic animals whose populations are surging? International organizations don’t witness the hardships faced by our villages. How can they dictate our resource management? Let’s demonstrate the necessary resolve and establish a policy.”

Deputy Chairperson of the committee and head of the delegation, Hon. Agnes Kafula, echoed the sentiment that international organizations often prioritize wildlife over human lives. She remarked, “When we lose a person to human-wildlife conflicts, these organizations that claim to support our natural resource conservation fail to offer assistance.”

Another member of the parliamentary delegation, Hon. Tangeni Iijambo, proposed a solution involving community-initiated crocodile farming. Such an initiative could generate revenue for regional development and job creation. Iijambo highlighted the dormant Kongola crocodile project, suggesting that due to the growing crocodile population, the community could establish a crocodile farm in the area.

Another resident appreciated the concept of conservancies, which allow local communities to manage resources. However, he stressed that these initiatives were launched without adequate awareness of the associated challenges. The translocation of problematic animals such as hyenas into conservancies resulted in substantial losses for farmers. Additionally, community members decried insufficient compensation fees, which were often delayed.

The meeting also revealed that compensation exclusively covered crop damages caused by three problematic animals: Elephants, Buffaloes, and Hippos. Furthermore, individuals residing outside conservancy boundaries were ineligible to claim compensation from the conservancy management fund designed to aid those impacted by human-wildlife conflicts. According to Chief Warden Maani Matomola from the Ministry of Environment and Tourism, the Ministry of Environment, Forestry, and Tourism would address claims from such individuals following investigations, budget permitting.

To expedite compensation and alleviate financial uncertainties, residents recommended the establishment of a dedicated fund for farmers outside conservancy areas. Hon. Kafula concurred, highlighting the inadequacy of initial consultations that led to the current compensation policy’s failure to address community concerns. ~Namibia Daily News
