WINDHOEK, Sept. 25 — Namibia on Friday launched its Third Nationally Determined Contribution (NDC 3.0), outlining climate mitigation and adaptation measures requiring an estimated 14.07 billion U.S. dollars in investment through 2035.
Speaking at the launch in Windhoek, Minister of Environment, Forestry and Tourism Indileni Daniel said the plan marked a shift from climate planning to implementation, with the government seeking to turn its climate priorities into bankable projects and attract both domestic and international investment.
Of the total investment requirement, 6.42 billion dollars is earmarked for mitigation and 7.65 billion dollars for adaptation, according to the NDC 3.0 presentation.
About 12 percent of the financing is unconditional, while 88 percent is conditional on international climate finance, technology transfer and capacity-building support.
Daniel said Namibia must now move beyond discussions on climate finance and focus on mobilizing funding for implementation.
“Conditional does not mean optional,” she said, adding that the conditional component represents what Namibia can achieve when international support matches its national ambition.
NDC 3.0 contains 72 measures and 216 actions across 13 sectors and priority areas. The mitigation component includes 26 measures and 106 actions covering energy, agriculture, forestry and other land use, industrial processes and waste.
The adaptation component comprises 46 measures and 110 actions covering agriculture and food security, water resources, biodiversity, fisheries and aquaculture, health, infrastructure, coastal areas, urban settlements and other cross-cutting issues.
The plan extends Namibia’s climate target year from 2030 to 2035. It targets unconditional emissions reductions of 7.158 million tonnes of carbon dioxide equivalent and conditional reductions of 15.608 million tonnes by 2035. (Namibia Daily News / Xinhua)
