BEIJING,China,August 3,China has reaffirmed that allegations of its so-called “excess industrial capacity” are unfounded and should not be used as a pretext for protectionism or trade restrictions.
Presenting its policy position, the Ministry of Commerce of the People’s Republic of China stated that global industrial capacity is shaped by international market forces, technological progress and the global division of labour—not by any single country. It emphasized that capacity fluctuations are a normal feature of every market economy and should be assessed objectively, taking into account different stages of economic development.
China stressed that industrial subsidies, trade surpluses and market competition do not automatically indicate excess capacity. Instead, the country’s industrial competitiveness is driven by sustained innovation, continuous reform, advanced manufacturing and a commitment to high-quality development.
Rejecting what it described as politically motivated accusations, China warned that rising protectionism and trade barriers threaten global supply chains, economic recovery and international cooperation. It urged all nations to uphold the principles of free trade, fair competition and multilateralism under the World Trade Organization (WTO).
China also highlighted its expanding role as a major importer, investor and innovation partner, describing its industrial modernization as a global opportunity that supports green development, technological advancement and shared economic prosperity rather than a threat to other economies.
The Ministry reaffirmed China’s commitment to deeper market opening, mutually beneficial partnerships and stronger international cooperation to build resilient global industrial and supply chains. It called on the international community to replace confrontation with collaboration, respect market principles and work together towards a more open, inclusive and equitable global economy.
