OMARURU, 27 JUL – The Omaruru Municipality of old is no more as it has put the delivery of housing, improved internal governance and service delivery at the centre of its agenda, its Chief Executive Officer (CEO), Alphons Tjitombo said.
He mentioned this in a lengthy interview with Nampa on Thursday, which coincided with the municipality’s workshop on the implementation of the town’s 2018-2022 strategic plan.
In the plan, the municipality aims to service at least 1 000 erven to ensure the timeous delivery of housing, said Tjitombo.
“Land delivery, particularly to the ultra-poor residents of our town is a priority. We have managed to attract contractors to enter into a Public Private Partnership to deliver this,” he said.
In addition, it is Tjitombo’s dream to upgrade the town’s informal settlement and have formal housing in the near future.
Already this year, the municipality handed over 92 houses to middle-income earners while 35 others are complete, pending their handover.
The CEO, however, had reservations that some of the objectives’ implementation as outlined in the strategic document might be delayed, depending on the availability of funds.
Nonetheless, Tjitombo is uncompromising when it comes to the execution of the plan.
“We will be signing performance agreements, including myself. What is important is the timeline. This is a results-driven plan. There will be monthly reports to the CEO, and quarterly reports to the council.”
According to the CEO, the staff, political leadership, business community and residents have taken ownership of the plan.
“This has made it even easier,” said the former Opuwo Town Council CEO, emphasising that the efficiency in and the corporate image of Omaruru must be restored.
Pointing to one of the strides since he took charge, Tjitombo said the town has established a recycling plant, which now caters for the recycling of its recyclable waste and that of surrounding towns.
The establishment of a water management plant is underway, with a consultant to be appointed next week.
The town has also revitalised its recreational facilities and paid special attention to neatness and cleanliness of its environment, he added.
When quizzed on whether or not the town is contemplating writing off debt of its elderly and vulnerable residents, he replied: “To do that, we need ministerial and council approval. It is not my mandate to pronounce myself on that.”
Tjitombo then appealed to the residents to pay of their debt to enable the municipality to provide the necessary services.
