KEETMANSHOOP, 16 OCT – Government must include the youth in implementing the resolutions that were taken at the recent second National Land Conference, //Kharas Regional Youth Forum chairperson, Viviane de Koe has said.
De Koe, who represented the //Kharas region youth at the conference, stressed in an interview with Nampa on Tuesday that the youth must not be excluded in the execution of the 169 resolutions.
“They always say or preach to us that we are the future leaders; let the youth be involved in the implementation as much as we were involved in the conference,” she said.
Sharing one of the main topics raised by the youth at the conference, De Koe said they discussed urban land as youth believe that land should not be bought, but rather only pay for the services or development on the land.
“Young people do not own land, only those who are well-off can afford to purchase land, so young people should only pay for the services done on the land. Anyway, the reasons we find ourselves in urban areas is not our choosing, but a result of lack of development in rural areas and job opportunities elsewhere,” she added.
Despite some youth groups decrying the absence of youth representation at the conference, De Koe said the youth were well represented and that the authorities listened to them and resolutions were taken from their input.
The conference took place in Windhoek from 01-05 October this year.
Among the resolutions taken was the issue of ancestral land claims and restitution, whose existence on the conference’s agenda initially was a bone of contention.
The conference resolved that a commission be established to investigate and make appropriate recommendations to Government on the matter.
Under commercial land reform programmes, the conference took a firm stance to abolish the ‘willing-seller, willing-buyer’ policy as a primary land acquisition method.
The resolutions are to be submitted to Cabinet for further interrogation before approval, after which they will then be taken to Parliament.
