WINDHOEK, 29 OCT – Director of the Organ on Politics, Defence and Security Affairs at the Southern African Development Community (Sadc) Secretariat, Jorge Cardoso urged election observers to adhere to the Sadc Code of Conduct and guidelines governing democratic elections.
According to a media statement issued by the secretariat on Sunday, Cardoso said this at the opening of the pre-deployment training for short-term observers under the Sadc Electoral Observation Mission (SEOM) in Antananarivo, Madagascar, ahead of the country’s Presidential Election on 07 November 2018.
He said it was imperative for the election observers to be guided by the revised Sadc Principles and Guidelines Governing Democratic Elections, which are in conformity with international and regional frameworks such as the United Nations Charter and the African Charter on Democracy, Elections and Governance.
Cardoso emphasised the need for Sadc observers to understand the context and environment in which elections are conducted in, adding that the observers should familiarise themselves with the constitutional and electoral frameworks and respect the culture of the people of Madagascar.
Over 9.9 million Malagasy citizens have registered to vote at 24 852 polling stations across the country.
The Sadc election observers are expected to sign a code of conduct that regulates the conduct of observers once their training has ended.
