ONGWEDIVA, 08 NOV – Lawyer Silas-Kishi Shakumu has been appointed as chancellor of the Reformed Evangelical Anglican Churches of Namibia (REACH Namibia).
His appointment was announced by REACH Namibia Vicar-General Lukas Kaluwapa Katenda in a statement availed to Nampa on Wednesday.
“Among the names suggested for the portfolio, Mr Shakumu was favoured because of inter alia, his vast experience in communal matters and his special interest in Christian matters, being a practising Christian himself,” said Katenda, who is also the chairperson of REACH Namibia’s executive committee.
He further said Shakumu brings a wealth of skills and experience to the church fraternity, taking into consideration his area of specialisation.
Katenda pointed out that in terms of the constitution and canons of REACH Namibia, the position of chancellor is honourary and strictly a voluntary position in which the appointee serves as the chief legal advisor, helping the executive committee and bishops to interpret the canon law of the church.
He will also advise the clergy on the practices of the church in relation to the secular laws of the land.
“Being a church chancellor is a voluntary religious activity and therefore, the person holding that position is not paid for the services rendered to the church,” Katenda said.
He went on to say, by virtue of his position, the chancellor is entitled to attend the meetings of the councils of the church, namely the executive committee and general synod.
He is further entitled to attend to some other ecclesiastical matters and forums as required by the bishops or executive committee.
Shakumu holds an LLB (Hon) from the University of Western Cape, South Africa and a Diploma in Administrative Law from Claremont College in Cape Town.
Katenda noted Shakumu’s appointment is effective immediately and will run until the term of office of the executive committee comes to an end after three years, since its election in January this year.
He will be eligible for re-election.
