Healthcare Revolution: Namibia launches Social contracting Policy for Better Access and Affordability

Windhoek, 26 July 2023 – In a landmark development aimed at revolutionizing healthcare accessibility and affordability, the Ministry of Health and Social Services is set to unveil the Social Contracting for Health Services Policy. Approved by the cabinet in April 2023, this policy is poised to usher in a new era of comprehensive health services for all citizens. The official launch is scheduled for the 1st of September 2023 in Windhoek.

The policy’s core object is to make sure that the government offers its people equal, accessible, and reasonably priced health care. The strategy aims to facilitate the provision of vital health services at the community level by developing a framework for involving Civil Society Organizations (CSOs). It aims to prevent, manage, and lessen the effects of communicable and non-communicable diseases, which are among the government’s strategic goals.

The Control Health Program Officer, Ambrosius Uakurama, expressed excitement for the upcoming launch and noted that it marks an important step toward utilizing CSOs’ ability to support the goals of social and economic development. The government hopes to improve the healthcare system in the country by utilizing the natural strengths of these companies through this approach.

Importantly, the primary health care strategy of the policy is built on community involvement. The government, in line with the focus on Universal Health Coverage, sets a high priority on making sure that no citizen is left behind. The strategy offers a special chance for multi-sectoral collaborations that will boost the delivery of basic health services to every part of the country by involving CSOs through social contracting.

Speaking on the potential impact of the policy, Mr. Uakurama stated, “We believe that social contracting of CSOs will foster innovative collaborations, leading to more efficient and effective healthcare services. This is a crucial step towards realizing our collective goal of ensuring the well-being of all Namibians.”

40-Year-Old’s Backyard Garden Empowers the Unemployed

Witkraans, Aranos Constituency, July 26 – In a remarkable display of resilience and ingenuity, 40-year-old Johannes Ngoma has defied the challenges of unemployment by cultivating a thriving backyard garden at his home in Witkraans, Aranos Constituency. Determined to provide for his family and improve their financial situation, Ngoma turned adversity into opportunity.

Having experienced the hardships of unemployment prevalent in the area, Ngoma lived with his 81-year-old mother and nine other family members in a home owned by the church. Faced with these difficulties, he took matters into his own hands and launched the backyard garden project. Initially driven by the need to meet his family’s basic necessities, the project quickly evolved into something much more significant.

Strategically sowing a variety of vegetables such as cabbage, beetroot, onions, and maize meal, Ngoma ensured a continuous supply of produce throughout the year. His dedication and hard work paid off as the garden flourished, providing an abundance of vegetables.

Not only did Ngoma’s garden satisfy the nutritional needs of his large family, but it also became a source of additional income. Recognizing the surplus, he started selling the excess vegetables to his neighbors, significantly easing the family’s financial burdens.

“We mostly rely on my mother and brother’s monthly pension,” Ngoma shared. “In the past, animal farming sustained us, but due to poverty, we had to sell some of the livestock and use the rest for our sustenance.”

Now, Ngoma envisions greater independence and sustainability for his family. His aspiration is to expand the garden into a self-sustaining enterprise. However, he faces challenges due to land constraints and is appealing for government assistance in this regard.

“We seek assistance from the government, especially in acquiring more land. Our ultimate goal is to achieve self-reliance and break free from the shackles of poverty that have haunted us for so long,” Ngoma expressed.

Johannes Ngoma’s determination and resilience have not only transformed his family’s fortunes but have also inspired the local community. His backyard garden is now seen as a model for sustainable living and a potential solution to combat unemployment and poverty in the region.

As the garden continues to flourish, Johannes Ngoma stands tall as a beacon of empowerment and hope, touching the lives of residents in the area. More Than 50 Whales Perish in Tragic Stranding Incident in Western Australia

Tuesday, 26, July 2023. In a heart-breaking incident, more than 50 long-finned pilot whales lost their lives during a mass stranding at a beach in Western Australia, as reported by local authorities on Wednesday.

The distressing event began on Tuesday morning when nearly 100 long-finned whales were spotted huddling together and making their way to Cheynes Beach. By 4 pm that day, a large portion of the shoreline was tragically covered with beached whales.

Efforts to rescue the remaining 46 stranded whales are currently underway.

As the investigation into the cause of this tragedy unfolds, wildlife experts are speculating that the unusual behaviour exhibited by the whales may indicate stress or illness within the pod. However, further studies and examinations will be required to determine the exact reason behind the devastating stranding.

The incident has left the local community and wildlife conservationists in mourning, as they grapple with the loss of these magnificent marine creatures. Stranding events are always distressing and highlight the need for continued efforts to protect and conserve marine habitats and the species that inhabit them.

UNAM Empowers Youth to Make Informed Career Decisions at Annual Expo in Ongwediva

Oshakati, 26 July. The Hifikepunye Campus in Ongwediva came alive as the University of Namibia (UNAM) commenced its highly anticipated yearly career and employment expo on Tuesday. The three-day event, which will run until Thursday, aims to guide participating learners in making well-informed decisions about their future careers.

The expo has drawn the attention of various exhibitors, all eager to contribute to the career development of the youth in attendance.

During the official opening of the expo, Oshana Governor Elia Irimari highlighted the importance of such platforms in empowering learners to make the right career choices. He emphasized that an educated nation holds the key to societal progress and positive change.

“UNAM’s career fair will provide learners with a valuable opportunity to discover their true calling,” he stated.

Governor Irimari stressed the significance of this platform for job seekers and learners alike, as it allows them to connect and explore potential career paths that align with the economic development of the region. He encouraged the youth not to limit themselves to seeking jobs but to aspire to become job creators.

Dr. Jacob Sheehama, the Campus Director, acknowledged the challenges of choosing a career and underscored the importance of seeking guidance during such a critical decision-making process.

25 July 2023, In July 2020, Zenaune Kamberipa assumed the role of Chief Financial Officer (CFO) at Bank Windhoek, where he took on the vital responsibility of overseeing the Finance function. This role encompasses crucial aspects such as financial planning, auditing, reporting, accounting, and financial control, making the Finance Department the guardian of the bank’s financial well-being, regulatory compliance, and data management.

Having served as CFO for three years, Kamberipa shares some valuable insights and lessons he has learned along the way:

The First Hundred Days in the Office Kamberipa highlights the value of starting out by being genuine and honest to oneself. He emphasizes the importance of paying attention to and comprehending the current organizational principles rather than rushing towards the implementation of changes. Before making any changes, it is important to understand these concepts in order to lead more wisely and effectively.

The Team Understanding the strengths and weaknesses of the team is paramount. While external assessments may be available, Kamberipa advocates for independent evaluations. Furthermore, he emphasizes the importance of communicating the desired leadership culture and values to the team. This openness helps shape the team, encouraging those who align with the vision to thrive while giving others the opportunity to decide if they are willing to be part of the journey. Alongside technical competence, he highlights the significance of team dynamics and a positive culture for achieving success.

Be a starmaker. Kamberipa believes that by focusing the spotlight on team members, they are empowered to respond in remarkable ways. Encouraging the team to lead while providing support leads to their growth and development. As a leader, managing the expectations of fellow executives, the managing director, and the board is essential. Yet, allowing the team room to excel and achieve desired outcomes often leads to pleasant surprises. Kamberipa underscores the importance of providing constructive feedback when necessary to foster improvement and growth.

Credibility and Trust Kamberipa admits that gaining someone’s trust takes time, especially when entering a strange setting. He counsels staying firm in one’s professional ability and remaining unflappable in the face of difficulties if one wants to achieve. Kamberipa advocates open communication and the explanation of the objective and thought process behind these ideas, acknowledging that innovative ideas are likely to encounter opposition. Success depends on fostering buy-in from the team and the organization.

Grieving mother alleged she was not assisted in Time and her baby passed away

Windhoek, July 25, 2023, A heart breaking incident at Katutura State Hospital has left a young mother devastated after the loss of her new-born baby. Anna Timoteus, 24, a recent graduate and unemployed, is now sharing her heart breaking story, claiming that her baby’s life could have been saved if she had received timely assistance during labor.

The incident occurred on June 9th, when Anna gave birth to her baby boy, who tragically passed away after just four days due to Hypoxic-ischemic encephalopathy (HIE), a condition caused by a lack of oxygen to the brain before or shortly after birth.

In a candid interview with the Namibian Daily News reporter, Anna Timoteus expressed her grief and recounted the events that unfolded during her time at the hospital. She stated, “There is no justice that will bring my baby back, but I felt mistreated during my time of labor, and I want people to hear my story.”

According to Timoteus testimonial, her water broke on the 7th of June, and she was rushed to Katatura State Hospital by ambulance. Upon arrival, she was taken to the maternity ward, where she was put on a machine to monitor her baby’s condition. The health workers informed her that she needed to wait until her cervix dilated between 8-10cm before giving birth. However, as the night wore on, Timoteus claimed that she was left waiting in agony without adequate attention.

Throughout the labor, Anna encountered multiple doctors and nurses, but she could not recall their names. She described how she was repeatedly asked to wait and allegedly faced neglectful treatment during her painful labor.

“Before I they sent me to the birthing room on the 8th of July a doctor came to and let me sign a permission form for a C-section since they saw the baby is struggling to come out but promise to provide me something for the pain “said the mother .

When she was eventually admitted to the birthing room, it was discovered that her baby’s head was swollen, making it difficult for the baby to be born naturally.

As the situation became critical, a male doctor asked Timoteus to sign again another form for a C-section, which she did promptly. However, she alleged that the female doctor who first came to provide her a form scolded her for having the strength to sign the form but not to push the baby out.

“You only have strength to sign papers but not strength to push the baby out ” claimed the mother.

After hours of agonizing labor, the baby was ultimately delivered in the early hours of June 9th, but due to his condition, he was put in an incubator almost away. Throughout his brief life, Anna was unable to touch her baby or share special moments with him.

Despite the doctors’ efforts, the baby’s health did not improve. He was placed on an oxygen machine and fed through a tube. Tragically, on June 12th, he stopped breathing, and despite resuscitation attempts, he passed away. The news shattered Timoteus who was then advised to seek emotional support from her family during this difficult time.

The bereaved mother is now looking for explanations and justice for the death of her child. She said, “All I want is for people to read and know my story,” and questioned why she had not been transported to the operating room for a C-section as it was obvious that a natural birth was impossible because the baby weighed 3.175 pounds, which is impossible to deliver naturally .

The case needs to draw attention to the need for improved maternal care and timely medical interventions during childbirth. Anna Timoteus hopes her story will raise awareness about the importance of providing compassionate care to expectant mothers, ensuring their well-being and that of their babies.

Nedbank for Good Series’ Round Five Concludes with Successful Golf Day in Mariental

MARIENTAL, July 25 — The Nedbank for Good Series recently concluded its fifth round with a highly successful golf day held in the charming southern town of Mariental. The event, which took place on Saturday, 22 July 2023, at the Mariental Golf Club, saw an impressive turnout of 38 enthusiastic golf players, all eager to showcase their skills and support the series’ philanthropic endeavours.

In the men’s division, defending champion Kiewiet Dreyer delivered an outstanding performance, becoming the first player to successfully defend his title after carding an impressive 43 points. Following closely behind was Frans Isaacks, securing second place with 37 points, and in third place, Anton Smit with a commendable 34 points.

Notably, the Nedbank for Good Series introduced a ladies’ division this year, reflecting their commitment to promoting the sport among women. Celonika Robinson emerged as the winner in this division, adding another highlight to her remarkable participation in all five rounds this year.

UN Secretary-General Urges Global Action to Transform Broken Food Systems

25 July 2023, Rome – Yesterday, at the UN Food Systems Summit +2 held in Rome, UN Secretary-General António Guterres delivered a compelling speech on the critical issue of broken food systems and their devastating impact on billions of people worldwide. Distinguished leaders, diplomats, and officials from across the globe convened at the summit, hosted by the Italian government, to address the pressing need for revolutionary measures to combat hunger and malnutrition.

While the summit centered on food systems, Mr. Guterres emphasized that it is a vital call to address the dire conditions of millions facing hunger and the fundamental right to food. The distressing reality of people dying and suffering due to inadequate access to food in a world abundant with resources is deeply concerning.

The Secretary-General shed light on the alarming statistics, with more than 780 million people enduring hunger while around one-third of all food produced goes to waste. Additionally, over three billion individuals cannot afford healthy diets, resulting in two billion people being overweight or obese and 462 million facing undernutrition. Developing nations, burdened by debt and limited financing, struggle to invest in sustainable food systems that can adequately nourish their populations.

Moreover, Mr. Guterres stressed that food production, packaging, and consumption contribute to a third of all greenhouse gas emissions and significant biodiversity loss, exacerbating the climate crisis. Many communities are at the brink of food insecurity and famine.

The situation worsened with the recent termination of the Black Sea Initiative by the Russian Federation, preventing over 32 million metric tons of food from being safely exported from Ukrainian ports on more than 1,000 vessels. This initiative, coupled with the Memorandum of Understanding with Russia for food and fertilizer exports, played a crucial role in global food security and price stability. Its termination has led to rising food prices, disproportionately impacting vulnerable countries already grappling to feed their populations.

“To ensure food security, I am committed to facilitating unimpeded access to global markets for food products and fertilizers from both Ukraine and the Russian Federation,” declared Guterres.

The Secretary-General further stressed the importance of collaboration between governments and businesses, urging innovative approaches to reduce costs and increase the availability of fresh and healthy food for all. He emphasized leveraging science and technology to enhance the efficiency and accessibility of food systems.

Mr. Guterres highlighted the urgency of transforming food systems to combat climate change, lower carbon emissions, and limit global warming to 1.5 degrees Celsius. Embracing new, environmentally friendly food systems that reduce the carbon footprint of food production, packaging, and transportation is vital to achieve this goal.

The world is called upon to work together, holding each other accountable and sharing knowledge during the summit’s proceedings. The objective is to establish sustainable food systems that ensure access to healthy food for everyone, regardless of their location or nation.

In conclusion, Mr. Guterres reiterated the need for significant expansion in debt relief and long-term investments in developing nations. This will empower them to overcome existing obstacles and actively contribute to the global effort in reforming food systems.

ACC Clears Mulunga of Wrong-Doing in Angolan Oil Block Transaction

Windhoek, 25 July. The Anti-Corruption Commission (ACC) of Namibia has exonerated Immanuel Mulunga, the suspended Managing Director of National Petroleum Corporation (Namcor), stating that there is no evidence to prove any criminal intention in his unauthorized transaction of N$100 million for oil blocks in Angola.

According to ACC Director Paulus Noa, Mulunga made the decision in the best interest of Namcor and the country when the Board deferred discussions and decisions on the matter. Despite lacking prior approval, he took action to safeguard the contract and prevent financial loss.

The ACC initiated a case in March 2023 following media reports alleging office abuse by Mulunga, who paid US$6.7 million to Sonangol, an Angolan oil company, without Board approval.

Jennifer Comalie, Chairperson of Namcor Board, deemed Mulunga’s action a breach of delegation of authority but without criminal or malicious intent. She confirmed that the total deposit was indeed paid to Sonangol, and the Oil Block deal was being overseen and communicated with the Angolan government by the Minister of Mines and Energy.

The Board delegated Mulunga as NAMCOR’s representative in the Sungara joint venture (JV) and authorized him to enter and execute the Sale and Purchase Agreement (SPA) subject to Board approval. However, due to the Board’s delays, Mulunga instructed payment to Sungara Energies Ltd while waiting for approval, leading to the ACC investigation.

The investigation revealed that Mulunga faced a tough situation when partners lacked sufficient funds for their equity contribution, risking default and potential contract termination. NAMCOR had already fulfilled its equity contribution. To safeguard the contract and avoid financial loss, Mulunga made a difficult decision, acting in the best interest of NAMCOR and the country.

The ACC concluded that there was no criminal intent in Mulunga’s actions. The exoneration clears him of any wrongdoing in the Angolan oil block transaction.- Namibia Daily News
