Water and electricity: the struggle for Basic Needs

Elezo Libanda

Katima Mulilo, Aug. 3 — As regional energy distributors in Namibia continue to thrive, local authorities are grappling with their inability to provide essential services to residents due to resource constraints. Experts and opposition leaders are urging a shift in the approach, advocating for the direct provision of services to residents by local and regional authorities, bypassing intermediaries, and lowering tariffs paid by citizens. The services in question are none other than the basic needs of water and electricity, which some argue should never be commercialized.

In Namibia, regional electricity distributors were first established in 2000. NORED took the lead on March 13, 2002, and was followed by ErongoRED on August 1, 2005. Following an extensive study from 1998 to 2000, the Ministry of Mines and Energy approved this restructure of the energy supply sector (ESI). This change, though, has not been without difficulties.

Recently, the Electricity Control Board (ECB) announced tariff increases for various electricity distributors, with ErongoRED facing a staggering 9% increase, while the Central-Northern Regional Distributor (Cenored) and Nampower Distribution faced increases of 7.6% and 9.2%, respectively. The Omaheke Regional Council and the Cenored-Okahandja joint venture also experienced significant increases of 3.3% and 7.3%, respectively. These soaring electricity prices have put immense strain on consumers, exacerbating the difficulties of meeting the rising cost of living.

The involvement of middlemen in the provision of water and power services is one of the primary issues brought up by experts and opposition leaders. They contend that local governments should assume the duty of providing these fundamental services directly to citizens, doing away with the need for middlemen and perhaps lowering the cost of water and energy. They are adamant that basic requirements shouldn’t be made commercially viable.

In recent months, the situation has escalated to the point where the government had to intervene when Nampower cut off the electricity supply to some electricity distributors due to their mounting debts, which had reached millions. As a result, numerous households were left in the dark, despite not owing anything directly to the electricity distributors.

Similar issues have arisen with the water supply, and some have argued that Namwater shouldn’t be the only distributor for local governments. Instead, they contend that local government should assume this duty in order to perhaps reduce the cost of water by eliminating middlemen.

Local governments are forced to stop providing services to citizens who are in desperate need as a result of rising water and electricity debts. Many vulnerable households are thus left without access to these essential supplies.

Citizens are expressing their expectations that the future administration will seriously consider the prospect of eliminating middlemen in the provision of basic services like water and electricity as the country gets closer to the 2024 national elections. For the sake of the populace of the country, it is vital to guarantee affordable access to these necessary resources. – Namibia Daily News

Two Known Suspects Reported for Rape Cases; No Arrests Made Yet

Lylie Happiness

Oshakati, Aug. 3 — In a distressing incident, a 15-year-old Namibian girl was reportedly raped at Nanseb Section on Sunday, leaving the community outraged and demanding justice.

Additionally, on Saturday, July 29, 2023, a 14-year-old boy faced a similar traumatic experience at the Nuwerus location in Aranos.

Shockingly, both cases involve known suspects who have not been apprehended, leaving the victims and their families in fear and uncertainty. According to the police report, the incident involving the 15-year-old girl occurred when the suspect offered to escort her home from a social gathering with friends. Instead, the suspect took her to his place of residence, where he allegedly engaged in sexual intercourse with the minor, who cannot legally give consent due to her age. Despite being well known to the authorities, the suspect remains at large, and the investigation is ongoing.

Similarly, in the case of the 14-year-old boy, it is alleged that another known suspect coerced the victim into his house and sexually assaulted him. The traumatized young boy mustered the courage to report the crime, hoping for justice to be served. However, as of now, no arrest has been made in connection with the incident, further exacerbating the distressing situation.

Rape is a heinous crime that not only inflicts physical harm but also leaves deep emotional scars on the victims, affecting them for a lifetime. The safety and security of the community are at stake when perpetrators of such crimes remain free, posing a threat to others. As these investigations continue, it is crucial for law enforcement agencies to act promptly and diligently to ensure that justice is served. Local authorities have assured the public that they are committed to bringing the perpetrators to justice and providing support to the victims and their families.

They implore anyone with information pertaining to these cases to come forward and help with the investigations because getting the public’s involvement is key to solving these crimes.

Time is Ticking for Namibia’s First Female Presidential Candidate

By Elezo Libanda

Katima Mulilo, 3 August – Namibia is on the brink of a historic moment as it stands a chance to elect its first female president. The ruling party has nominated Deputy Prime Minister Netumbo Nandi Ndaitwa as its vice president, positioning her as the frontrunner for the party’s leadership in the upcoming Presidential and national elections in 2024.

Netumbo Nandi Ndaitwa has been a member of the National Assembly since 1990, and her extensive experience in international relations is regarded as one of her strengths. Throughout her career in government, she has served in various capacities, including as Minister of Foreign Affairs and Information and Broadcasting, among other ministries.

The candidate, formerly known as NNN during the pre-Swapo 6th congress campaigns, is a vocal advocate for women’s empowerment. Although her rise to prominence was unexpected, with some senior members of the government distancing themselves from supporting her during the campaigns held in various towns, the question remains whether those who publicly shunned her will face consequences for their actions if she becomes President. The ongoing battle for political alignment and favor with the President in waiting has some announcing their unavailability, possibly hinting at forced political retirement come 2024.

In the past, several senior comrades faced repercussions for denouncing their political allegiance to certain leaders publicly. Considering the current fragile political environment, the ruling party must tread carefully when handling internal opponents, as their actions could give an advantage to opposition parties struggling to gain support from the electorate.

Swapo has been at the helm of Namibian politics since independence and remains the country’s largest political party. However, its popularity has recently waned due to discontent over widespread unemployment and corruption linked to senior party officials. – Namibia Daily News

Mariental’s Unemployed Youth Seek Support and Opportunities

By Charmaine Boois

Mariental, Aug. 3 – The plight of unemployed youth in Mariental has reached a critical point, with a severe lack of job opportunities leaving many battling mental and economic hardships. Dreams of a bright future are fading, and limited resources for survival have pushed some towards alcohol and crime, further exacerbating the already challenging situation.

Among those affected is 28-year-old Dinah-Lee Kawarie, who openly shared her thoughts: “Imagine being unemployed for years, with limited job options available. It’s draining.” Kawarie added that some resort to alcohol and crimes such as theft to survive. “We have responsibilities, taking care of children and elderly parents who can’t fend for themselves anymore. It’s emotionally and mentally taxing.”

A Namibian Daily News reporter spoke with unemployed youth in Mariental to learn about the bleak reality they face daily. A 26-year-old, who wished to remain anonymous, spoke about the difficulties they encounter in finding employment information. “Job applications and opportunities are not adequately shared, especially for those living in informal settlements like Donkerhoek, where I live, without internet or smartphones.”

Walking around Mariental’s streets, one can witness the desperation. While some wait around at bars, seeking momentary solace in alcohol, young people sit in store hallways, begging for spare coins to buy necessities. Others wander aimlessly, searching for meaning.

Puis Domingos, a 20-year-old, shed light on the lack of support from government organizations and people living comfortably, who often generalize unemployed youth as unambitious. “I initiated an art initiative called ‘Hardap Shining Stars,’ where we gather unemployed youngsters to showcase theatrical plays and earn money through various art activities and shows. We even received approval from the Mariental Municipality to use the community hall. But when we approached organizations for sponsorship, our pleas fell on deaf ears. The lack of support in our town is disheartening, crushing our dream to unite our community.”

The situation in Mariental highlights the urgent need for a comprehensive support system that addresses the challenges faced by unemployed youth. Providing accessible job information, vocational training, and financial aid to start small businesses can empower them to become self-reliant.

Local authorities, private enterprises, and charitable organizations must collaborate to create initiatives that foster entrepreneurship, nurture talent, and encourage community engagement. Together, they can breathe life back into the dreams of Mariental’s unemployed youth and build a future of hope and prosperity.

As Mariental’s unemployed youth cry out for a helping hand, it is time for the nation to unite and stand in solidarity, paving the way for a brighter and more inclusive tomorrow. – Namibia Daily News

Revolutionary Artificial Insemination Centre to Tackle Inbreeding in Northern Namibia

By Kaleb Nghishidivali

Ondangwa, Aug. 2 – The Ministry of Agriculture, Water and Land Reform (MAWLR) has revealed plans to construct an Artificial Insemination Centre in Okapya, Oshikoto region, marking a major advancement in livestock breeding in Namibia.

The initiative addresses the pressing challenge of inbreeding in cattle herds within the Northern Communal Areas (NCAs), which has negatively impacted livestock production and reproduction. The Centre aims to provide farmers with access to superior breeding materials, thereby increasing the genetic diversity of herds and boosting the overall productivity of the livestock sector.

As part of the project, extension and mentorship programs will promote bull exchange between villages, constituencies, and regions while encouraging farmers to castrate inferior bulls at an early stage to enhance the local cattle population.

Under the management of MAWLR’s Directorate of Agriculture Research Development and the Directorate of Veterinary Services, the Artificial Insemination Centre will offer subsidized insemination services, leading to significant improvements in the region’s cattle herds’ quality.

Furthermore, the Centre will play a pivotal role in conservation efforts, with a special focus on the indigenous eco-type, particularly those from the Kunene Region. Superior-quality animals will be procured from local farmers to encourage breeding and conservation of this eco-type, housed at the Okapya Livestock Development Centre for further enhancement.

A representative from MAWLR emphasized the significance of artificial insemination in improving livestock breeding quality in the NCA, with budgetary provisions allocated through Operational and Development Budgets to maintain and construct necessary infrastructure.

The Okapya Centre will also house high-quality Sanga/Nguni bulls from various areas within the NCAs, ensuring a diverse gene pool. Collected semen will be freeze-stored for future use, encouraging farmers to utilize it to improve their herds’ quality.

This ambitious initiative represents a significant milestone in addressing the inbreeding issue in Northern Namibia while charting a course towards a more sustainable and productive future for the nation’s livestock industry.- Namibia Daily News

Transforming Trans Kalahari Corridor into a Smart and Efficient Trade Route

By Kaleb Nghishidivali

Otjiwarongo, August 02 – The 12th Joint Law Enforcement Operation (JLEO) has commenced in Jwaneng, Botswana, where esteemed officials and stakeholders gathered to discuss the future of the Trans Kalahari Corridor, envisioning it as a smart, efficient, and secure trade route.

During the information session, Orapeleng Mosigi, Chairperson of the Trans Kalahari Corridor Management Committee, presented an ambitious plan to transform the corridor into a smart one. The envisioned smart corridor will leverage the power of information and communication technology to manage and monitor traffic movement.

“The aim is to provide real-time information along the corridor, enabling paperless trade, enhancing the safety and security of the corridor, and making it an attractive option for trade,” said Mosigi.

The envisaged smart corridor would pioneer a new era of digital trade in the region, aiming to improve efficiency by providing up-to-the-minute data about traffic flow, enabling quicker response times to incidents and disruptions, and facilitating smoother, more reliable trade operations.

Representing Namibia, Co-chair Dr Cedric Limbo, Eugene Tendekule, reiterated the need for Member States to align with the Southern African Customs Union (SACU) and Southern African Development Community (SADC) procedures. The call to action is a bid to promote harmonized trade in the region.

“The transformation of the Trans Kalahari Corridor into a smart corridor is a significant step towards achieving our goal of harmonized trade in the region,” Tendekule stated. “We urge all Member States to align their processes with SACU and SADC to ensure seamless and efficient trade.”

The 12th JLEO’s launch marks a significant milestone in the region’s efforts to modernize and streamline trade routes. The proposed transformation of the Trans Kalahari Corridor into a smart corridor is an innovative and forward-thinking initiative that aligns with the broader objectives of SACU and SADC.

The project promises to revolutionize trade in the region by improving efficiency, safety, and security. It also stands as a testament to the region’s commitment to harnessing the power of digital technology to enhance and modernize traditional trade practices.

The 12th JLEO’s launch and the ambitious plans for the Trans Kalahari Corridor underscore the region’s commitment to improving trade, fostering regional cooperation, and driving economic development across Southern Africa. – Namibia Daily News
