Otjiwarongo, August 8 – In a proactive move to enhance law enforcement’s understanding of freedom of expression, access to information, and the safety of journalists, a comprehensive five-day police training workshop has commenced. The workshop, which is scheduled from August 7th to 11th, 2023, was inaugurated by Commissioner Nicolaus Kupembona, the esteemed Regional Commander for Erongo Region.
The primary objective of this event is to augment the skills and capabilities of officers within the Namibian Police Force (NAMPOL). By equipping them with effective communication strategies with the media, reinforcing the importance of freedom of expression, and fostering journalist safety, this initiative seeks to foster a more harmonious relationship between the police and the press. Spearheaded by NAMPOL’s Training and Development Directorate, the endeavor enjoys support from UNESCO and the Namibia National Commission for UNESCO.
“Law enforcement officers play a pivotal role in safeguarding freedom of expression, access to information, and the security of journalists,” asserted Commissioner Kupembona during the opening ceremony. “This enhanced understanding not only promotes efficient policing but also fortifies good governance, upholds the rule of law, and safeguards human rights.”
The workshop’s core focus rests on the creation of a training module rooted in UNESCO’s “Freedom of Expression and Public Order” manual. This module is projected to serve as the gold standard for educating law enforcement personnel, emphasizing the significance of press freedom, safeguarding journalists’ well-being, and preserving the public’s entitlement to information.
Beyond the immediate training goals, the workshop seeks to establish a cadre of trainers capable of extending this vital knowledge to other regions of the country. Following the module’s development, a training-of-trainers (ToT) workshop is slated for September 2023.
Kupembona added, “This initiative stands as a monumental stride in ensuring that law enforcement agencies comprehend their responsibility in protecting freedom of expression and journalists’ safety. It will further foster an environment conducive for journalists to engage in unfettered and accurate reporting, thereby bolstering the nation’s democratic foundations.”
The workshop serves as a testament to Namibia’s unwavering commitment to championing freedom of expression and press liberty. The nation has earned accolades for its robust media landscape on the African continent.
