NEW YORK/OTTAWA, Sept. 9– Trade tensions between the United States and Canada escalated Tuesday as U.S. President Donald Trump announced new import bans and tariff adjustments on Canadian products.
Trump signed five proclamations under Section 338 of the Tariff Act of 1930, banning imports of certain Canadian alcoholic beverages, dairy and other products previously subject to 50-percent tariffs. The import bans will take effect on Sept. 29.
The measures also revise the scope of tariffs announced on July 20, removing products including rock salt and cement while adding others such as all-terrain vehicles and additional dairy products. The changes will take effect on Sept. 15.
The Section 338 tariffs apply to covered Canadian goods regardless of whether they qualify for preferential treatment under the U.S.-Mexico-Canada Agreement, and are imposed in addition to tariffs under Section 232 of the Trade Expansion Act of 1962.
Earlier Tuesday, Trump also directed the U.S. Trade Representative and the General Services Administration (GSA) to remove 50 billion U.S. dollars worth of Canadian-origin products from the GSA’s Multiple Award Schedules.
Canada is assessing the latest U.S. measures, Canadian minister responsible for Canada-U.S. trade Dominic LeBlanc said Tuesday, stressing that the government’s priority remains protecting Canadian workers, farmers, families and businesses.
Canadian Prime Minister Mark Carney said the country would focus on building strength at home and diversifying partnerships abroad. His government’s plans include developing new ports, mines and major energy infrastructure, as well as pursuing more than 20 new trade and defense agreements across five continents.
Trump imposed 50-percent tariffs on about 20 billion U.S. dollars worth of Canadian goods on Aug. 22, prompting Canada to retaliate with tariffs on an equivalent value of U.S. imports, which took effect Tuesday.
The Canadian government is scheduled to hold a cabinet retreat in Banff, Alberta, on Sept. 10-11 to review policy plans and receive analysis from experts in economics and international affairs. (Namibia Daily News / Xinhua)
