WINDHOEK, 18 JUN – A two-week Environmental Crime Investigations Training Course (ECITC) for Namibian Police (NamPol) members and officials of the Ministry of Environment and Tourism (MET) commenced here on Monday.
It is hosted in terms of a signed memorandum of understanding (MoU) between Nampol and the Italian Carabinieri.
In a speech read on his behalf by Khomas Regional Commander Sylvanus Nghishidimbwa, NamPol Inspector General Sebastian Ndeitunga said the course came at the right time when Namibia is faced with high incidences of environmental crimes. These include oil spillage in the ocean, poaching of endangered species and illegal and unregulated fishing.
He said Namibia being a young, independent and developing country, needs NamPol and various relevant stakeholders “to be armed with great knowledge and skills in environmental laws to carry out the country’s entrusted legal obligations in terms of the constitutional obligations”.
The course will include cartography, reading of territory and assessment of logistical and tactical needs for security, environmental crimes, poaching dynamics and operational strategies amongst others.
Ndeitunga urged the participants to take advantage of the course with keen interest to acquire the necessary skills and knowledge pertaining to environmental crime.
On his part, Italian Carabinieri Representative Mathias Bleks, on behalf of Italian Honorary Consulate General Rosanna Reboldi-Bleks, urged the three instructors from Italy to share their full know-how in dealing with environmental crimes.
“The Italian Carabinieri have skills and experience in that specific field and I am sure after two weeks, participants will have the necessary skills to be able to carry out their entrusted legal obligations.” a
The Italian Carabinieri, the Italian military force charged with police duties, also capacitated NamPol in various other fields including counter-terrorism.
